Stamp duty is often the largest cost of a Singapore property purchase after the price itself. There are two parts: buyer's stamp duty (BSD), which every buyer pays, and additional buyer's stamp duty (ABSD), which depends on who you are and how many homes you own.
Buyer's stamp duty
BSD is charged on the purchase price or market value, whichever is higher, in bands. These rates apply from 15 February 2023:

Additional buyer's stamp duty
ABSD applies to residential property only. These rates apply from 27 April 2023:

When to pay
Stamp duty is due within 14 days of signing the sale and purchase agreement or exercising the option to purchase, or within 30 days if the document is signed overseas.
Remission
Some buyers can claim ABSD back, for example a married couple including a Singapore citizen who buy a second home and sell their first within six months. The conditions are strict, so check them before you rely on a refund.
